The activity model of “Arar” fundation is as follows: first of all, based on the fund’s vision, resources, and effectiveness of influence opportunities, considering the challenges facing the Armenian statehood and Armenian society, and defining the target areas and key issues. Then, by engaging leading best practices, conducting comprehensive research to examine the problem in depth and outline prospects for improvement. Based on the systematic recommendations and guaranteed actions arising from the research, development and implementation of experimental projects, which, in case of success, institutionalization of the project in cooperation with the beneficiary groups and bodies.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Professional Research<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Since 2023, the ARAR Foundation has been conducting quarterly sociological surveys. The objective is to keep public opinion at the center of attention and to analyze it on a continuous basis. The research helps identify the key issues that concern society and understand public perceptions of various processes taking place in the country.
The surveys primarily focus on the following issues: satisfaction with state and public institutions, including the Armed Forces, the Armenian Apostolic Church, the National Assembly, the Government, and the Police; foreign and domestic policy; key national challenges; perceptions regarding return to Artsakh; and attitudes toward peace, among others.
In addition to sociological surveys, the ARAR Foundation conducts sectoral studies in cooperation with other organizations. In 2025, in collaboration with the Armenian Spiritual Revival Foundation, the ARAR Foundation conducted an analysis of the Foundation’s study The Psychological Consequences of War and Approaches to Recovery.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tIn recent years, the ARAR Foundation has been engaged in research on comprehensive security. In 2024, a research competition was launched, with political scientist Gevorg Melikyan and international relations expert Eduard Abrahamyan selected as the winning researchers.\nFollowing a year-long research process, they published the book Comprehensive Security: Armenia\u2019s Alternative in a Changing World. The authors examined the key weaknesses and vulnerabilities of Armenia\u2019s security framework.\nTheir analysis suggests that the existing security architecture has not succeeded in fulfilling its core mission of safeguarding the state\u2019s strategic interests.\nThe ARAR Foundation continues to pursue sectoral research in this field, focusing on the main components of comprehensive security.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

Cooperation with MilitaryTraining Organizations<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tWith a focus on enhancing civic preparedness and strengthening the role of citizens in national defense, the ARAR Foundation maintains active cooperation with military training organizations operating in Armenia. In 2024, the Foundation formalized cooperation through memoranda of understanding with the \u201cAzatazen\u201d Educational NGO, the \u201cArshakuni\u201d Military Training NGO, and ZARK. \nWithin the framework of its cooperation with Azatazen, the ARAR Foundation funded the establishment of the Twank military shop. \nThe ARAR Foundation has maintained a more than four-year partnership with the \u201cArshakuni\u201d Military Training NGO, providing support in areas ranging from infrastructure development to institutional and managerial capacity building.\nAdditionally, the Foundation has collaborated with the ZARK educational program in recent years, contributing to improvements in the infrastructure of its field training camp.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Mobilization Program in Tavush<\/h4>

In 2015, the ARAR Foundation launched a mobilization program in the border communities of Tavush Province. The project's objective was to enhance the combat readiness of men living in border communities and ensure that they were prepared to support the Armed Forces of the Republic of Armenia in the event of escalating border tensions. \nFollowing the success of the pilot program, the initiative was expanded to cover all border communities in Tavush and was subsequently incorporated into a state program. \nThis model for strengthening and modernizing the reserve force proved its effectiveness during the military operations of April 2016, when volunteers who had participated in the mobilization program provided direct support to the Armed Forces.\nAs part of this initiative, and in cooperation with local authorities, the ARAR Foundation also established a women's military unit in one of Tavush's villages, consisting of women who had received military skills training.<\/p><\/div><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

Promotion of Military Education<\/h4>

In cooperation with the Ministry of Defense of the Republic of Armenia, the ARAR Foundation has implemented a range of initiatives in military educational institutions, contributing to the development of a well-educated, highly qualified, and professionally trained Armed Forces equipped with modern technical knowledge and tactical skills. \nIn particular, with the Foundation\u2019s support, the educational programs of the humanities curriculum at the Vazgen Sargsyan Military University were reviewed and revised, the University was provided with new educational equipment, and an architectural and engineering design for the reconstruction of its main building was prepared. \nIn addition, the Foundation developed a comprehensive program aimed at enhancing the attractiveness of the military officer profession.<\/p><\/div><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Support for Border Guards<\/h4>

Following the 2020 44-day war, the border between the Republic of Armenia and Azerbaijan significantly increased in length. As a result, the Armed Forces of the Republic of Armenia were required to defend approximately 500 kilometers of border. \n\nMuch of the newly established frontline was mountainous, and defensive infrastructure had to be built from scratch. One of the most urgent needs was prefabricated sandwich-panel shelters, where soldiers could sleep while being protected from rain and snow. Several batches of these shelters were delivered to the border. In parallel, the Foundation continued to work closely with the Armed Forces of the Republic of Armenia, helping address the other urgent needs of newly deployed troops.<\/p><\/div><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

Investment in the Winemaking Sector<\/h3>

The ARAR Foundation has also implemented projects in the agricultural sector. \nThrough the efforts and support of the members of the Foundation\u2019s Board of Trustees, and by fostering effective cooperation between the business community and state, particular emphasis was placed on the development of winemaking.
